Mrs. Angle is a graduate of the University of Maryland, having
acquired her Bachelor of Science degree with High Honors from
the College of Business and Management, where her major was
in Personnel Management and Labor Relations. Mrs. Angle
continued her education at the University of Maryland School
of Law and received her Juris Doctor degree in June, 1978,
and was admitted to the Maryland Bar that same year.
Early in her career she relocated to Missouri, where she
was admitted to the Missouri Bar. Upon her admittance,
she accepted a position as Assistant Attorney General for
the State of Missouri from 1979 to 1981. While at that
office Mrs. Angle initially worked in the Criminal Division,
where her responsibilities required legal research, appellate
brief writing, and oral argument before the Missouri Court
of Appeals. After a few months, Mrs. Angle was assigned
as Legal Counsel to the Missouri Department of Mental Health,
including the state mental health and mental retardation facilities
under its administration. She was the primary advisor
to the Division of Comprehensive Psychiatric Services and
Division of Alcohol and Drug Abuse, including but not limited
to programs pertaining to Involuntary Civil Detention, Forensic
Services, and Patient Rights. Some of her responsibilities
included representation of department administrative and treatment
personnel in civil actions filed in state and federal courts,
representation of administrative officers at Personnel Advisory
Board hearings, review of union grievances and personnel complaints,
preparation of employment contracts, and preparation and review
of internal operating regulations. She was also responsible
for legal research and appellate brief writing, oral arguments
before the Missouri Court of Appeals, and rendering legal
advice to state prosecutors.
Upon her return to Maryland, she accepted a position as an
Assistant State’s Attorney in Baltimore County, where
she represented the State in criminal cases. As a prosecutor,
she worked on a number of felony murder cases, some of which
were litigated as jury trials. Following her five-year
career as a criminal prosecutor, she opened a private practice
in the rural town of Westminster, Maryland, where she specialized
in criminal defense and child custody issues. She was
also appointed as Examiner in Chancery and Court Assistant
Auditor for the Circuit Court of Carroll County. In
this position she presided over evidentiary proceedings held
in aid of execution of judgment. |
